My brother won't leave my father alone.?

He is a little 17 year old punk. Every single day it's the same thing, he will ask multiple times a day for a ride to this drug dealing kids house he hangs out at, he asks for at least $10 a day for cigarettes, he calls my mother a ***** when he doesn't get what he wants, and last night he got mad after my dad wouldn't give him money for cigarettes and he put a dent in my dad's brand new Honda Accord. He also put a dent in my sisters car just last week. He gets all violent when someone in the house teases him and throws large heavy objects at them and curses storming out of the house slamming the our nice glass door. How can this lard *** of a child be stopped? Anyone have any experience with this or advise? He's literally putting my mother in an early grave. (by the way, he is almost 320 lbs. and my father is far to old to deal with him since he also has health problems).
