Will this toggle switch make it work in forward and revers directions?

You can not switch fan directions with the 3 terminal toggle switch shown. You need a double pole, double throw switch which has 6 terminal posts since both the positive and negative leads from the battery must be switched to reverse the fan direction. This means you can not use the car chassis as a return line for the negative battery lead to the fan like you could if you were only operating the fan in one direction.
